On February 2, 2026, CNewsMarket published its latest ranking of Russian cloud providers’ affiliate networks. Timeweb Cloud took second place with 240 points, behind only Selectel with 245. Three companies shared third with 220 points: Cloud4Y, mClouds.ru and MWS

What was measured

The CNewsMarket ranking has come out annually since 2021 and rates affiliate networks by two groups of criteria. The first is what the provider gives the partner: marketing support, training, the reward system. The second is the result: the program’s financial metrics, the number of partners, the presence of restrictions

According to the ranking, Timeweb Cloud’s affiliate network numbers more than 12 thousand members, and the commission paid amounted to about 200 million rubles over eleven months of 2025. Partners have access to round-the-clock technical support and a personal manager

The rest of the company’s record

An affiliate program is one showcase, and you cannot judge a provider as a whole by it. So the other verifiable metrics the company publishes about itself are worth placing alongside:

  • 140 thousand customers, companies and individuals
  • an entry in the Russian software registry under number 15725 dated December 5, 2022
  • Tier III data centers
  • a claimed availability level of 99.98 percent under SLA
  • compliance with 152-FZ and PCI DSS support
  • sixth place in the 2024 CNews IaaS provider ranking, sixth by SLA among IaaS in 2023, and sixth in the DBaaS ranking for the same year

For a Russian legal entity two points matter most here: the Russian software registry and 152-FZ. The first is needed if the company is obliged to buy domestic, the second if it processes personal data and wants to keep it in Russian jurisdiction

What follows from this for the reader, and what does not

A ranking of affiliate programs measures work with partners, not server quality. A provider with a strong affiliate program is not necessarily faster or more reliable than a competitor with no affiliate program at all. These are different axes

Two hundred million rubles of commission is not a gift or a discount. That money is paid by customers, and it is built into the plan price just like advertising or support salaries. A strong affiliate program means exactly one thing: the provider chose to buy customers through intermediaries, not only directly

Hence a practical conclusion, an unpleasant one for us ourselves. You will hear about a provider with a large affiliate network more often than about one without, and mostly good things. Twelve thousand partners are twelve thousand people with a financial interest in telling you about Timeweb, and we are one of them

Finally, an SLA of 99.98 percent is an obligation, not a measurement. It means the contractual ceiling of compensable downtime, about eight and a half minutes a month, and usually does not account for planned maintenance. How long the service was actually down is shown only by your own monitoring
