The requirement has been in force since February 1, 2024: a company not included in the hosting-provider registry cannot provide hosting services in Russia. The registry is maintained by Roskomnadzor and published as a table on its site. As of May 5, 2026 it listed 567 companies
The check takes a couple of minutes and settles the question for a long time, so it makes sense to do it before paying, not after
How to check
The list is publicly available on the Roskomnadzor site, in the registries section, and downloads as a table. You need to search by the legal entity’s name or by its tax ID (INN)
This is where the main trap lies. The brand and the legal entity often do not match: a site may be called one word, while you sign a contract with an LLC of a completely different name. So the order of actions is: first find the details in the offer or in the site’s footer, then search the registry for exactly those. A search by brand often returns nothing simply because the brand is not in the registry and should not be
Why this matters to someone choosing a server
For an individual with a pet project the question is almost academic. For a company it is practical, and here is why
A provider’s absence from the registry means it operates in Russia outside the legal framework. The risk here is not technical but organizational: the service can stop not because of an outage but by a regulator’s decision, and you will have to migrate urgently. Accounting usually checks this first when it comes to closing documents
A separate story concerns foreign sites. Law 406-FZ extends the requirements to them too: a foreign provider working with Russian clients must also meet information-security requirements and register. In April 2025 Roskomnadzor reported that some foreign companies had not met the requirements while continuing to serve Russian organizations, and that twelve foreign hosting providers were on the list subject to so-called landing
This is not a reason to give up foreign locations: if a project needs Europe for reasons of latency or audience, it needs it. It is a reason to understand that a foreign site has a different status, and to plan a migration in advance
What the registry does not tell you
Nothing but the right to operate. A registry entry guarantees neither availability, nor disk speed, nor adequate support, nor that the price will not double on renewal. It is market admission, not a mark of quality, and the two should not be confused
